New Delhi | The Worldonomics Times | 24 October 2026
The Government of India has approved the appointment of Tarun Kumar Chopra, currently serving as Deputy General Manager (Finance) at Indian Oil Corporation Limited (IOCL), as Director (Finance) of WAPCOS Limited for a period of five years. The appointment, approved by the Appointments Committee of the Cabinet (ACC), marks an important development in the financial leadership of the public sector enterprise under the Ministry of Jal Shakti.
According to the government order issued by the Department of Water Resources, River Development and Ganga Rejuvenation on 23 October 2026, Chopra’s tenure will commence from the date he assumes charge and will continue for five years or until further orders, whichever is earlier. The ACC approval was conveyed through the Department of Personnel and Training (DoPT).
The appointment fills an important Board-level financial leadership position at WAPCOS and brings a senior PSU finance professional from one of India’s largest energy companies into the leadership team of a major water, power and infrastructure consultancy organisation.
From PESB Recommendation to Final Government Approval
The appointment follows a competitive selection process conducted by the Public Enterprises Selection Board (PESB).
In July 2026, PESB had recommended Tarun Kumar Chopra for the Director (Finance) position at WAPCOS after interviewing nine senior finance professionals from leading Central Public Sector Enterprises. The candidates represented organisations including HSCL, NBCC, NTPC, NHPC, Grid-India, REC, GAIL and ONGC.
Chopra’s selection at the PESB stage reflected the importance of financial management experience in India’s public-sector ecosystem. With the subsequent ACC approval, the appointment has now moved from the recommendation stage to formal government approval.
A Finance Professional from IOCL
Tarun Kumar Chopra’s current role as Deputy General Manager (Finance) at Indian Oil Corporation Limited provides him with experience in the financial operations of one of India’s largest public-sector enterprises.
IOCL operates across a wide range of energy businesses and manages a complex financial and operational structure. Experience gained in such an environment can be particularly valuable when moving into a Board-level finance position in another Central Public Sector Enterprise.
As Director (Finance), Chopra will become a key member of the WAPCOS leadership team and will be responsible for the company’s financial management and governance functions.
What the Director (Finance) Role Means
The Director (Finance) is one of the most important functional leadership positions in a PSU.
The role generally encompasses areas such as financial planning, budgeting, accounting, treasury management, taxation, internal controls, financial reporting, risk management and corporate governance.
At WAPCOS, the Director (Finance) will also have an important role in aligning financial strategy with the company’s business expansion and project execution requirements.
For an engineering and consultancy organisation operating across multiple sectors and geographies, effective financial management is critical for sustainable growth.
WAPCOS: Supporting India’s Infrastructure Development
WAPCOS Limited is a Government of India enterprise under the Ministry of Jal Shakti. The organisation provides consultancy and engineering services in areas including water resources, power and infrastructure development in India and overseas.
Its activities are closely connected with some of India’s most important infrastructure priorities, including water management, irrigation, hydropower, infrastructure development and engineering consultancy.
The company also undertakes projects beyond India, making financial planning and project-level financial management increasingly important as its business portfolio expands.
Financial Leadership in a Project-Driven Organisation
For an organisation such as WAPCOS, financial management goes beyond conventional accounting.
Large infrastructure and consultancy projects involve multiple stakeholders, long project cycles, contractual commitments, working-capital requirements and execution risks.
The Director (Finance) therefore plays an important role in ensuring that business growth is supported by appropriate financial controls and disciplined resource allocation.
Effective budgeting, project costing, cash-flow management and risk assessment can directly influence the profitability and sustainability of infrastructure businesses.
Chopra’s experience in a large energy PSU could therefore provide valuable perspective as WAPCOS continues to execute projects in India and international markets.
Ensuring Continuity in Financial Leadership
The government has also extended the additional charge of Director (Finance) held by Shilpa Sachin Shinde, Chairman and Managing Director of WAPCOS.
The additional charge has been extended for three months from 29 September 2026, or until the regular incumbent assumes charge, whichever is earlier. This arrangement ensures continuity in financial leadership during the transition.
The formal appointment of Chopra will subsequently allow the company to have a dedicated regular incumbent in the Director (Finance) position.
Implications for WAPCOS
The appointment comes at a time when India’s infrastructure requirements are expanding across water security, irrigation, power, urban infrastructure and sustainable development.
WAPCOS can play an important role in supporting these priorities through its consultancy and engineering capabilities.
For the company, strengthening its Board-level finance function can support better decision-making around capital allocation, project economics, financial controls and business expansion.
The Director (Finance) will also be expected to work closely with the CMD and other functional directors to ensure that financial considerations are appropriately integrated into strategic and operational decisions.
Importance for PSU Finance Professionals
The appointment is also noteworthy for finance professionals across India’s PSU ecosystem.
The PESB selection process demonstrates how senior finance executives from different Central Public Sector Enterprises compete for Board-level positions based on their professional experience, functional expertise and leadership capabilities.
Chopra’s transition from a DGM-level finance position at IOCL to the Director (Finance) role at WAPCOS illustrates the career opportunities available within India’s public-sector leadership structure.
For CA, CMA and other finance professionals, such appointments highlight the growing importance of combining technical financial expertise with strategic understanding, leadership capability and knowledge of PSU governance.
A New Chapter for WAPCOS Financial Management
Tarun Kumar Chopra’s appointment marks a significant addition to WAPCOS’s senior management team.
His experience at IOCL, combined with the responsibilities associated with a Board-level finance position, will be relevant as WAPCOS seeks to strengthen its financial management while supporting its growing portfolio of water, power and infrastructure projects.
The coming years could be important for WAPCOS as India continues to invest in infrastructure, water security and sustainable development.
Strong financial governance will be essential to ensuring that expansion is accompanied by efficient resource utilisation, effective project management and sustainable financial performance.
The Worldonomics Times Perspective
The appointment of Tarun Kumar Chopra as Director (Finance), WAPCOS Limited is a significant development in India’s PSU finance leadership landscape.
With the ACC approval now in place, the appointment moves beyond the PESB recommendation stage and establishes the framework for Chopra to take charge of one of WAPCOS’s most important functional responsibilities.
For WAPCOS, the appointment comes with an opportunity to strengthen financial strategy, governance and project-level financial management. For the wider PSU community, it represents another example of experienced finance professionals moving into strategic Board-level leadership.
As India accelerates investment in water, power and infrastructure, the role of strong financial leadership will become increasingly important. The effectiveness with which WAPCOS combines technical expertise, project execution and financial discipline will be closely watched in the years ahead.
Tarun Kumar Chopra’s appointment therefore represents not only a leadership transition, but also an important step in strengthening the financial governance of an enterprise contributing to India’s infrastructure development story.
